Those who qualify will only have to pay $9.25 per month for their phone, whether it is a landline or mobile unit. The government provides a grant to pay for the rest of the bill each month. Temporary Assistance for Needy Families (TANF) – There are cash grants for veterans in Delaware through the TANF program.
